Whistleblower Policy

Global Breakthrough Ministries Ltd is committed to promoting an ethical culture of transparency, accountability, and integrity. We encourage individuals to speak up about any misconduct or illegal activities within the organisation and are committed to ensuring that whistleblowers are protected from retaliation.

This policy provides a framework for reporting wrongdoing and outlines the protections in place for whistleblowers in accordance with the Corporations Act 2001 (Cth), the Tax Administration Act 1953 (Cth), and the Australian Charities and Not-for-profits Commission (ACNC) Governance Standards.

  1. Purpose

The purpose of this policy is to:

  • Encourage individuals to report any improper conduct or unethical behaviour.
  • Ensure that individuals who report such activities (whistleblowers) are protected from retaliation.
  • Provide a clear process for reporting, investigating, and addressing concerns.
  1. Scope

This policy applies to all current and former:

  • Board members
  • Employees
  • Volunteers
  • Contractors
  • Associates of Global Breakthrough Ministries Ltd

It covers concerns related to:

  • Fraud, corruption, or financial misconduct
  • Breaches of legal obligations or regulations
  • Endangerment of health and safety
  • Abuse of authority or mismanagement
  • Any other illegal or unethical behaviour
  1. Whistleblower Protection

We are committed to protecting whistleblowers who, in good faith, report genuine concerns. Protections include:

  • Confidentiality: The identity of the whistleblower will remain confidential unless consent is provided or disclosure is required by law.
  • Protection from Retaliation: Whistleblowers will be protected from any form of retaliation, including dismissal, demotion, harassment, or any form of discrimination.
  • Anonymity: Whistleblowers may choose to remain anonymous when making a report.
  1. Reporting Procedure

Whistleblowers are encouraged to report concerns to the designated Whistleblower Officer. Reports can be made:

  • Verbally or in writing: Whistleblowers can submit their report directly via email or phone to the Whistleblower Officer.
  • Anonymously: Reports can be made anonymously if the whistleblower chooses.

All reports must include:

  • A detailed description of the concern.
  • Any supporting evidence available.
  • The date and time of the alleged incident or conduct.
  • The individuals involved (if known).
  1. Investigation Process

Once a report is received, the Whistleblower Officer will:

  • Conduct a preliminary review to assess the seriousness of the concern.
  • Initiate a full investigation if warranted, which may involve internal or external investigators.
  • Ensure the investigation is conducted impartially and confidentially.

Whistleblowers will be informed of the progress and outcome of the investigation, subject to confidentiality requirements.

  1. Role of the Whistleblower Officer

The Whistleblower Officer is responsible for:

  • Receiving whistleblower reports.
  • Maintaining confidentiality.
  • Ensuring whistleblowers are protected from retaliation.
  • Overseeing investigations and ensuring appropriate actions are taken in response to substantiated claims.
  1. Confidentiality and Anonymity

We recognize the importance of maintaining confidentiality. Information disclosed during an investigation will only be shared with those directly involved in addressing the concern, and every effort will be made to protect the whistleblower’s identity unless required by law.

  1. Protection Against False Claims

Whistleblowers who knowingly make false or malicious claims will not be protected under this policy and may face disciplinary action.

  1. Training and Awareness

All board members, employees, and volunteers will receive training on this policy to ensure they understand the procedures for reporting concerns and their rights under whistleblower protection laws.

  1. Review of Policy

This policy will be reviewed annually by the Board of Directors to ensure it complies with relevant legislation and remains effective in promoting a culture of transparency and accountability.
